Where Technology Training Demand Is Heading in the GCC (2026)

AI and agentic AI, cybersecurity, cloud, data and 5G SA/Open RAN skills top employer demand across the UAE and Saudi Arabia — with nationalisation mandates turning training into a compliance requirement.

Across the Gulf, hiring reports for 2026 point to the same short list of scarce skills: AI and machine learning, cloud computing, data engineering, cybersecurity and automation. Saudi Arabia's software market is growing at around 11% a year with more than $11 billion invested in digital infrastructure, and Vision 2030 aims to raise technology's share of GDP from 1% to 5% — all of which converts directly into demand for trained engineers.

1. AI — now including agentic AI

Government programs are setting the pace. The UAE Cabinet approved training 80,000 federal employees in agentic AI in 2026, and Saudi Arabia's SDAIA-backed pipeline targets one million people trained with 100,000 certifications. Surveys report that a large majority of Saudi employers now prefer candidates with verified generative-AI skills over more experienced candidates without them.

2. Cybersecurity

Demand is strongest for security operations analysts, cloud security and zero-trust architecture.

3. Cloud and data

With AWS and Azure regions now in the UAE, Bahrain, Qatar and Saudi Arabia, organisations are migrating in earnest and need architects, operators and security engineers who understand landing zones, identity, Kubernetes and cost. Data engineering and analytics skills follow immediately behind because AI programs depend on them.

4. Telecom: 5G SA, RF and Open RAN

Operators in the UAE and Saudi Arabia are moving from urban coverage to densification, 5G Standalone and private networks for industry. Recruiters report sustained demand for RF engineers, 5G solution architects and optimisation specialists, while the skills needed for virtualised and Open RAN — cloud-native networking, xApps and RIC orchestration — remain scarce in the local labour market.

5. Nationalisation makes training a compliance issue

UAE Emiratisation rules require mainland companies with 50+ skilled employees to reach a 10% Emirati share of skilled roles by end-2026, in half-yearly steps; Saudi Arabia's Nitaqat framework applies sector-specific Saudization bands that affect visas and government services. Employers therefore need structured programs that make national hires productive in technical roles — graduate and national talent academies, not one-off courses.
